The purpose of this contract is to provide specific technical assistance (key and non-key experts) as part of the action for Strengthening the African HR System:

• To support the operational capability the four AU organs - which are beneficiaries of EU grants under the action - with experts embedded in these organisations (for planning, monitoring, communication and human rights expertise).
• To ensure a longer term institution-building framework, through improving the links between these AU organs, other relevant stakeholders (such as CSOs) and the Contracting Authority.
