The objective of the new support of the EU for the Reform of Chad's internal security forces Identified in the 11th EDF PIN is: the general climate of Impunity and Insecurity is dissipated by regulation and framework of the United Nations Operational Effective Internal Security Forces (ISF).

The objective of the mission is to identify and formulate a New Community support to the reform undertaken by the ISP Chad With the support of SES partners. Is it therefore expected of experts the development of the identification sheet of the Project (FIP) , the Document Action , the Technical and Administrative Dispositions (DTA) and annexes (budget, logical framework , etc.) of the project according to indications of the 11th EDF Chad PIN. 

The production of all documents of the next project to support EDF 11th ISPs using the EU standard forms , based on :

• Learned Lessons and results from the final evaluation of the project;

• guidance and plans from the Ministry of Territorial Administration and Public Safety for the period post -2016 ;

• National Development Plan 2013-2015 of Chad , the Sahel Strategy and other sectoral policies;

• guidance of the Chadian Government for the National Prospective Study CHAD VISION 2030

• consultations with key players in the field of internal security in Chad;
