The general objective of the present mission was to realise, in the favor of the European Union, a midterm evaluation of the PADIC.

More specifically, it entailed to support the Delegation of the EU by making recommendations for it, based on the analysis of certain documents, notably the reports on the state of the decentralization, evaluation of transferred competencies, institutional, organisational and financial FPDCT  audit, in view to help them to:

- Reorient the activities of the PADIC if necessary ;

- Obtain directions for the reflection on the priorities for the decentralisation in Burkina Faso for the elaboration of the new national strategy.

-              Appreciation of the state of improvement of the planned activities and of the results attained in relation to the initial planning (logical framework) ;

-              Measure of the impact and the suitability of the activities of the programme;

-              Identify the main lessons learnt and the bottlenecks encountered as well as the solutions to these;

-              Propositions that permit to capitalise the acquired experience through the project;

-              Formulation of the recommendations that could guide the adequate implementation of the current actions and those scheduled till the end of the programme.

-              Orientation for the reflections on the elaboration of the new strategy for decentralisation ;

-              Evaluation of the global effect of the centralisation in Burkina Faso and the contribution that the PADIC had to bring.
