The global objective of the assignment is to design the EU's support to Sub-National Democratic Development within the context of the Multi-Annual Indicative Programme (MIP) 2014-2020.

Building on previous and ongoing programmes, as well as ongoing SND priorities as outlined in IP3-II, the specific objective of the assignment is to design a support programme for the allocation of 30 to 35 million EUR under the MIP 2014-2020 considering the range of EU aid modalities available and in particular the rationale for using sector budget support in the context of Cambodia's decentralisation reform agenda.
