The overall objective of the mission was to carry out an evaluation of the Support Programme for Good Governance and provide the EU with recommendations on how to improve current and future actions.

The specific objectives of the mission were:

• To evaluate the programme design;
• To assess the implementation methodology the Financing Agreement and the institutional montage created by the programme;
• To evaluate the actions of the programme and their results against the objectives set;
• To develop recommendations for the final phase of implementation of the project to the project team, the National Authorising Officer and the EU Delegation;
• To formulate recommendations for a similar 11th EDF programme.
