The global objective of the assignment was to improve the quality and effectiveness of the Ukrainian public administration, as well as its capacity to implement the EU-Ukraine Association Agreement. The specific objectives were:

• To assist the Government of Ukraine in designing and implementing the reform of civil service and of administrative legal framework;
• To ensure alignment of Ukraine’s approaches to modernization of civil service and administrative legal framework with European principles of public administration and best practices of the EU member states.
