The global objective of the project was to carry out a mid-term evaluation the Programme entitled “OPEN Neighbourhood: Media Hub: Networking, on-the-job training and support to media professionals across the EU Neighbourhood area” – Media Hub and to provide:
· An overall independent assessment of
the past performance of the OPEN Neighbourhood – Media Hub;
· Key lessons and recommendations in
order to improve current and future actions;
· An overall assessment of the comparative advantages and added value of the regional project vis-a-vis media support programmes developed at bilateral level.
The specific objectives identified were the following:
· To assess the design of the project,
taking into account the changing context and interest in media development from
the donor community;
· Assessment of the implementation of
the project;
· Providing recommendations for the
final phase of the project;
· Identifying input for discussion on future media related projects.
According to the terms of reference the following activities were implemented:
· Implementation of an initial
document/data collection and definition of methods of analysis;
· Reconstruction of Intervention Logic
and description of Theory of Change, incl. objectives, specific features and
target beneficiaries;
· Implementation of an in-depth
document analysis;
· Identification of information gaps
and of hypotheses to be tested in the field phase;
· Implementation of meetings at country
level with beneficiaries, EU delegation staff and project staff if possible;
· Implementation of interviews through
country visit to 5 partner countries
· Data collection and analysis;
· Formulation of the overall assessment, conclusions and recommendations
