The global objective of the assignment was to contribute to the efficient implementation of the “Grant Scheme for Grassroots CSOs” & “Grant Scheme for CSO Partnerships and Networks on Strengthening Cooperation between Public Sector and CSOs”.
The specific objectives of the assignment were the
following;
· To support the Beneficiary (Ministry
for EU Affairs - MEU) for timely and effective launching of the “Grant Scheme
for Grassroots CSOs” and “Grant Scheme for CSO Partnerships and Networks on
Strengthening Cooperation between Public Sector and CSOs” at the
pre-implementation period.
· To support MEU in increasing the
awareness, publicity and visibility of the “Grant Scheme for Grassroots CSOs”
and “Grant Scheme for CSO Partnerships and Networks on Strengthening
Cooperation between Public Sector and CSOs”,
· To inform relevant organisations on how to prepare project proposals for the “Grant Scheme for Grassroots CSOs” and “Grant Scheme for CSO Partnerships and Networks on Strengthening Cooperation between Public Sector and CSOs”.
According
to the Terms of reference the assignment required to accomplish the following
tasks:
· Hold meetings with the MEU experts
to review the work plan submitted and identify dates for delivery and finalise the
sequence of activities;
· Updated and approved work plan
including timetable of activities and sequence of input;
· Review existing communication
strategy for the Civil society Support Programme (CSSS) and all relevant
documents;
· Review CSSS and CSSP Programming
documents;
· Hold meetings with MEU experts for
identifying expected results and impact sought through communication activities;
· Analyse the target groups / audience
for each grant scheme, as well as the stakeholders;
· Draft strategic approach for
developing the corporate identity of CSSP and its grant schemes to be launched;
· Draft the layout and content for a
CSSP Communication and Visibility Guideline;
· Draft communication plan for
promoting the CSSP, including a social media campaign plan covering media
strategy, roadmap of social media campaign and a communication matrix
demonstrating how and when the communication tools and materials will be
developed and utilized;
· Finalise and translate the strategic
approach and communication plan;
· Corporate ID for CSSP and
sub-identities for two grant schemes;
· Develop the CSSP Communication and
Visibility Guideline in English and Turkish;
· Develop a comprehensive digital
media campaign plan, to be implemented at local, national and international
level by utilizing a variety of channels;
· Develop digital banners and
audio-visual materials;
· Prepare a media coverage report as
an attachment to the Final Report;
· Produce promotional material –
flyers, posters, dossiers, notepads and pens, coasters, display sets;
· Design and deliver seminars in the
field;
· Implement a roundtable meeting in
Brussels attended by 20 representatives of at least 10 major CSOs in Brussels
· Adapt the Management Information
System to the Grant Schemes;
· Launch the CSSP Web Page;
· Prepare the Final Report.
