Evaluation Finale de PADL GRN
The overall objective of the final evaluation was to assess the results of the two programs by focusing on the impact and sustainability of the actions carried out and their respective objectives, along with the formulation of strategic and operational recommendations for the valorization of the achievements of the local development approach in the future interventions of the sectors of the 11th EDF in Chad
The specific objectives of the mission were the following:
• To analyse the overall results achieved and the impact of the respective programs, and to measure the degree of achievement of the main objectives and results assigned also in relation to the resources allocated through the two financing agreements;
• To analyse the consistency, effectiveness and efficiency of the implementation of operational device component one of the PADL, as well as evaluate the various stakeholders’ contribution in achieving the program results;
• Identify good practices and experiences in the field of local development and specifically in the key themes of the two PADL programs in particular: food security, participatory planning, gender and capacity building;
• Make concrete recommendations and provide guidance on how to take account of, and integrate, this local development approach as a cross-cutting issue in the future programs of the 11th EDF.
Two experts were involved in the project to perform the following tasks:
• Carried put an evaluation based on the DAC criteria and on the EU criteria, in order to analyse the relevance, effectiveness , efficiency, sustainability and impact of PADLS’s actions and produce a qualitative and quantitative evaluation of the two Programs;
• Organised meetings with stakeholders and beneficiaries;
• Formulated strategic recommendations to consolidate the used approach to local development in the context of future EU interventions in the country;
• Drafted terms of reference to guide an ex post evaluation, to be carried out in two or three years from the end of the project;
• Reporting.
