The main purpose of the Evaluation of Utilisation of Administrative Technical Funds (ATA) in the

EU Delegation was twofold:

·         To assess the efficiency, effectiveness, sustainability and anticipated impact of the ATA Programme and the prospects for its sustainability, as well as its relevance, 

·         To provide practical recommendations for the follow up actions and lessons learned.

The main objective of the ATA programme was to provide administrative technical assistance to the Delegation/Commission thereby contributing to the preparation, implementation, monitoring, evaluation and audit of EC financed activities for individual countries in the region(s) as a whole.

The EU Delegation to Albania has benefited from ATA funds starting in 2008. Albania has benefited and used extensively the ATA funds to hire external expertise thus alleviating significantly the workload of the EUD staff and contributing to an improved performance.
