Global objective

To improve accountability, quality, effectiveness and efficiency of the Ukranian public administration on the basis of Ukraine’s Strategy of Public Administration Reform and its Implementation Plan

Specific objectives:

-          To assist the Government of Ukraine in the process of launching the PAR strategy, including establishement of relevant strategic framework, coordination structures and monitoring mechanism;

-           To assist the Government in initial implementation of specific actions of the PAR strategy through coching and provision of conceptual, methodological and operational guidance based on the principles of public administration and best European practices. This shall cover reorganization of public administration, policy making reform and civil service reform
