Evaluation finale et capitalisation du Projet d'appui conjoint a la bonne gouvernance dans les domaines des finances publiques et de la statistique (PAC)

The General objective of the present mission is the evaluation of the implementation of the Support Project combined to good government in the areas of public finance and statistics.

The evaluation has for main objectives to present to the exterior cooperation services of the European Union, to the partner government or, when appropriate, to the public:

-          A global appreciation of the results from the support project combined to good government in the area of public finances and statistics by paying particular attention to the results of the project in relation to its objectives and to the impact on the sectors of public finance and statistics;

-          A review of the functionality of a project sample financed by the project by analysing the match between their utilization and the initial objectives which advocated in favor of their acquisition and/or realisations

The principal lessons of the intervention as well as recommendations so as to improve the ongoing measures and future actions.

Research phase :

-          Describing the context to of the cooperation to development; formulating the observations on/analyse the logic of intervention/the logical framework; formulate observations on the asked questions on evacuation; Presenting an indicative methodology for the global evaluation and the capitalization of the project/programme; Describing the approach implemented to answer each evaluation question; Offering the work plan; Confirming the final evaluation calendar.

For what concerns the research analysis:

-          Proceeding to a systematic analysis of the useful available documents; establishing and presenting the list of tools to use during the field phase; Drafting of the list of all the preparatory measures already taken or to take in light of the field phase.

Field phase :

-          Holding of an information meeting at the European Union Delegation; Ensuring to hold adequate relations with the different parties; Collaborating closely with the authorities and competent public bodies;  Elaboration of a summary of its work.

Summary phase

-          Elaboration of the evaluation and capitalisation final report; Presentation in a single document of the conclusions and recommendations for the formulation of an eventual future support project.

Restitution phase :

-          Correcting the provisional report; Presentation to the Government and to the technical partners the main conclusions of the mission, namely the main findings of the implementation of the action plan.
