Technical Assistance for the Evaluation Committee of IPA 2011 “Further development and financial sustainability of the civil society”

The Objective of the contract is assisting the Contracting Authority in  selecting the best-quality Concept Notes and Full Application proposals for the Restricted Call for Proposals for IPA 2011 Grant Scheme “Further development and financial sustainability of the civil society”, in line with the criteria set in the Guidelines for applicants.

The specific objective of this assignment is to provide independent technical expertise as an assessor (non-voting member) to increase efficiency in the evaluation of project proposals for the grant scheme evaluation of the Restricted Call for Proposals for IPA 2011 Grant Scheme “Further development and financial sustainability of the civil society”, according to the rules of the Practical Guide to Contract procedures for EU external actions (PRAG).

•             Assessment of concept note on the basis of:

- Relevance of the action

- Design of the action

•             Following of the evaluation grid published in the Guidelines for Applicants;

•             Checking of the compliance with the instructions on the concept note, which can be found in Part A of the Application Form;

•             Assertion of Each Concept Note by two experts working independently of each other;

•             Commenting for each sub-section of the evaluation grid and must provide a summary of assessments, including comments on the strengths and weaknesses for each Concept Note

•             Assessing of the application on the basis of

- Financial and Operational Capacity

- Relevance (Scores of Concept Notes)

- Effectiveness and feasibility of the action

- Sustainability of the action

- Budget and cost-effectiveness of the action

•             Following of the evaluation grid published in the guidelines;

•             Assertion of Each full application by two experts working independently of each other;

•             Commenting for each sub-section of the evaluation grid and must provide a summary of assessments, including comments on the strengths and weaknesses of each Full Application;

•             Any other administrative support where requested.
