Evaluation of EU Support to Juvenile Justice in Kosovo

The purpose of the evaluation was to assess the EU support to Juvenile Justice in Kosovo using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation assessed two EU specific evaluation criteria:

·       The EU added value (the extent to which the EU support to Juvenile Justice- adds benefits to what would have resulted from Member States' interventions only);

·       The coherence of the Action itself, with the EU strategy in rule of law and child protection sector in Kosovo and with other EU policies and Member State Actions.

According to the terms of reference the following activities were implemented:

·       Review and analysis of project documents, and of documents related to the applicable legal framework;

·       Identification of the methodological framework and of the final version of the EQs;

·       Implementation of kick-off meeting and key interviews in Prishtina;

·       Implementation of meetings with the most relevant public authorities and CSOs, in order to assess the potential structure of the field phase;

·       Drafting of Inception Note;

·       Analysis of available documentation, which formulation of preliminary hypotheses and answers for each EQ (with indicators and sources of verification);

·       Implementation of interviews aimed at clarifying the content of the documentation and at obtaining further data where needed;

·       Definition of the field phase, with list of locations, persons and authorities to be met for the validation of the preliminary hypotheses;

·       Implementation of meetings and interviews with all relevant actors identified during the inception and desk phases;

·       Analysis and cross-checking or primary evidence;

·       Formulation of preliminary findings;

·       Finalisation of the final report.
