Public Administration Reform in Albania: Communication and visibility

The global objective to which this contract contributed was to assist the Government of Albania in enhancing transparency, accountability and effectiveness of the public administration, with greater focus on the needs of citizens and business in view of creating a solid administrative basis for the implementation of the EU acquis.

The specific objectives were as follow:

·       Enhance communication, understanding and awareness of public administration reform among the public, its importance and value added - including the EU’s support attached to it;

·       Help improve the timeliness, relevance, quality and quantity of information about PAR;

·       Help increase the impact of the communication activities under EU supported actions in the area of PAR;

·       Help improve the EU's visibility in PAR and budget support operations

According to the terms of reference the following activities were implemented:

·       Conduct an assessment of the existing communication strategy and propose possible updates and changes;

·       Suggest specific actions under the communication strategy for the entire reform or specifically for the EU’s enhanced visibility in support of the reform may be implemented in combinations or separately;

·       Conduct a baseline assessment of the communication function and capabilities in the public service in MIPA and DoPA;

·       Suggest a framework for better coordination of communication activities between the DoPA, MIPA and the EUD;

·       Provide mentoring on communication departments for MIPA and DoPA;

·       Support EUD, MIPA and DoPA in the implementation of visibility and communication activities.
