Evaluation of Ghana Decentralisation Support Programme - GDSP- Component I

The main purpose of the evaluation was to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with:

·       An overall independent assessment of the past performance of the Ghana Decentralisation Support Programme - GDSP- Component I, paying particularly attention to the results of the project against its objectives;

·       Key lessons and recommendations in order to improve current and future action.

The overall objective was to Contribute to increased performance and quality of service delivery and governance at the local level.

The specific objective was to strengthen the capacity of key institutions involved in the implementation of the decentralization policy and its action plan (administrative decentralisation; social accountability; monitoring and coordination of decentralization policy implementation).

According to the terms of reference the following tasks were implemented:

·       Analyse systematically the relevant available documents;

·       Provide preliminary responses to each evaluation question stating the information already gathered and their limitations, identify the issues still to be covered and the assumptions to be tested, and describe a full method to address the question;

·       Identify and present the list of tools to be applied in the Field Phase;

·       List all preparatory steps already taken/to be taken for the Field Phase;

·       Conduct meeting and consultation with the different stakeholders, and he relevant government authorities and agencies;

·       Prepare the final report
