PROJECT / FUNCTION DESCRIPTION:

Overall Objective

The overall objective of the Project is to improve policy-making capacity of İŞKUR and to contribute to the quality, efficiency, coordination and diversity of public and private employment services.


Purpose

The purpose of the Project is to enhance capacity of İŞKUR to deliver JVC services more efficiently and to reach more jobseekers and employers through improving JVC services.


Results to be achieved by the contractor

Main results of this project are as follows:

 

Under category of institutional capacity building activities:

-      Policy making capacity of staff of İŞKUR is increased through trainings.

-      Policy implementation capacity of Job and Vocational Counsellors are increased through trainings.

-      Vocational Orientation Tests and Online Counselling Applications are developed.

 

Under category of awareness-raising activities:

-      Communication Strategy of İŞKUR is improved.

-      Awareness on İŞKUR services and vocations is increased through short movies. 

-      Awareness of students on İŞKUR services is increased through creation of fictional characters.  

-      Awareness on İŞKUR services and employment policies among students, social partners, job seekers and employers are increased through organization of Career Expo and International Congress of Employment Policies as a closing event. 

 

Under category of study activities:

-      Studies are conducted on inclusive service delivery models for disadvantaged groups, effective cooperation mechanisms and evaluation on IŞKUR employment fairs and career days.

-      Forecasting model for sectors and vocations is developed.

-      International mutual exchange programmes are organized.

            

Under category of coordination / cooperation mechanisms activities:

-      Workshops are organized and protocols are signed with Career Centers of universities.

-      Workshops with Private Employment Agencies, social partners and NGOs are organized to improve coordination and cooperation.

 

PROFILE OF THE EXPERT:

Key expert 1: Team leader

Qualifications and skills

·      Bachelor’s degree in business administration, Economics, Administrative Sciences, Social Sciences, Engineering. In the absence of such a degree minimum of 15 years of working experience in business management 

·      Excellent command of written and spoken English.

·      Full computer literacy.

·      Master’s degree in law, economics, social sciences or administrative sciences will be an asset 

 

General professional experience:

·      Preferably 10 but a minimum of 8 years of professional experience in project management.

 

Specific professional experience:

·      Preferably 7 but a minimum 5 years of experience as a team leader or managerial position (in the Contractor Side) in implementation of projects.  

·      Preferably 5 but a minimum 3 years of experience in the field of the labour market or PES or planning or development or implementation of national and/or local employment policies

·      Experience in the Turkish labour market will be an asset

 

Key expert 2: Training Expert

Qualifications and skills

·      Bachelor’s degree in one of the fields of social sciences or industrial engineering or in the absence of such a degree, minimum 10 years of working experience in the field of public employment policies or vocational education and training sector.

·      Excellent command of written and spoken English.

·      Full computer literacy.

·      Master’s degree, preferably in educational sciences or social sciences will be an asset

 

General professional experience

·      Preferably 10 but a minimum of 7 years of professional experience 

 

Specific professional experience

·      Preferably 7 but a minimum of 5 years of experience in the organisation of vocational education and training courses or organisation of in-service training

·      Preferably 7 years but a minimum of 5 years of training experience including designing or implementation or evaluation of trainings in the field of employment or labour market  

·      Minimum 2 years of experience in at least one project in the field of adult education and vocational training

·      Experience in the Turkish labour market will be an asset

 

Key expert 3: Labour Market Expert

Qualifications and skills

·      Bachelor degree in one of the fields of law or economics or labour economics or industrial relations or administrative or social sciences or industrial engineering or in the absence of such a degree, minimum 10 years of working experience in the field of public employment policies,

·      Excellent command of written and spoken English

·      Full computer literacy

·      Master’s degree, preferably in the above-mentioned fields will be an asset

 

General professional experience

·      Preferably 7 but a minimum of 5 years of professional experience in the field of employment

·      Minimum 5 years as executive or project leader in a research project in the field of employment will be an asset.

 

Specific professional experience

  • Minimum 5 years of experience in researching and/or analysis management 
  • Minimum 5 years of experience in designing and implementation of active labour market programmes and/or job and vocational counselling services 

·      Experience on the Turkish labour market will be an asset.

 

The Expert is expected to make all experts present in Turkey for a minimum of 90% of the allocated working days. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
