GOVERNANCE

Born in the World Bank reports, and expanded by the Maastricht Treaty, Good Governance mark a close link between development and human rights. At the central government level as in local structures, it covers the integrated combination of the themes of development aid: separation of powers, judicial independence, freedom of association, expression, free elections and a multi-party political system. This view considers the role of civil society as essential, not only from the point of view of the imperatives of democratization and the rule of law but also from the point of view of economic development.

Institutional strengthening

  • Management planning of human resources and skills;
  • Assessment of the effectiveness of public services to the citizen;
  • Audit, evaluation and organizational engineering;
  • Networking and coordination between the NSA;
  • Strengthening of dialogue between NSAs and the government and involvement of NSAs in the decentralization process;
  • Traffic and information security (including the modernization of information systems).

Upgrading and legislation harmonization

  • Legal harmonization and strengthening of the legislative body;
  • Assistance to the full implementation of the Community acquis;
  • Council and legal assistance, pre-writing texts and regulations.
