Mid-term evaluation of Pravo-Justice in Ukraine

Objectives of the evaluation
Systematic and timely evaluation of its programmes and activities is an established priority2 of the
European Commission
3. The focus of evaluations is on the assessment of achievements, the quality and
results4 of Interventions in the context of an evolving cooperation policy with an increasing emphasis
result-oriented approaches and the contribution towards the implementation of the SDGs. 5
From this perspective, evaluations should look for evidence of why, whether or how these results are
linked to the EU intervention
and seek to identify the factors driving or hindering progress.
Evaluations should provide an understanding of the
cause and effect links among: inputs and activities,
and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, learning and
management purposes.
The main objectives of this evaluation are to provide the relevant services of the European Union and the
interested stakeholders with:
? an overall independent assessment of the past performance of Pravo Justice I and II (the Action),
paying particular attention to its intermediate results measured against its expected objectives;
and the reasons underpinning such results;
? key lessons learned, conclusions and related recommendations in order to improve current and
future Interventions.
In particular, this evaluation will serve to understand the performance of the Action, its enabling factors
and those hampering a proper delivery of results as to inform (1) eventual adjustment of its
design/implementation modalities, (2) its potential extension and (3) the planning for further justice sector
support interventions. The evaluation will have to pay a particular attention to the recommendations of
the ECA audit report on the EU support to the fight against grand corruption in Ukraine and provide
operational suggestions on how Pravo Justice could help to address relevant ECA recommendations.
The main users of this evaluation will be the EU Delegation to Ukraine, DG NEAR Support Group for Ukraine,
Expertise France, the Ukrainian policy-makers, justice sector stakeholders - the main beneficiaries of the
