Prestation de gestion et de coordination du Programme ACP-UE de réponse numérique à la crise Covid-19
With €15.4 million in financial support from the European Commission, this 32-month action aims to facilitate the continuity of education, health services and economic resilience of SMEs through increased access to connectivity and increased use of relevant digital services.
The action will be led by two Member State agencies, the French Development Agency (AFD) and the Belgian Cooperation Agency, Enabel. Both agencies have considerable experience in digital development and are co-founders of the Digital for Development hub (D4D hub), which aims to foster an enhanced European coordinated approach in partner countries. The agencies will work in close collaboration with the European Commission, the funding agency and contracting authority, and the Organisation of African Caribbean and Pacific States (OECP), which is responsible for monitoring and ensuring the proper implementation of the programme's actions for the benefit of its members. Each partner has established its own programme of activities financed by part of the delegation. AFD, the lead partner, will coordinate the actions of the two partners and act as the programme's secretariat.
As with all responses to the Covid-19 crisis, the programme is designed and approved on an accelerated schedule in order to start activities on the ground as soon as possible. Existing projects and known partners have been prioritised to form the programme. The programme is structured around 3 technical components, supported by a 4th component to support programme management and coordination. Each technical component includes a set of operational activities and thematic capitalisation activities.
