Ex-post evaluation of the Socio Economic Development and Civil Society Support Programme (Ref. ENPI/2012/024-572
2.1 Objectives of the evaluation
The focus of evaluations is on the assessment of achievements, the quality and
the results of Interventions in the context of an evolving cooperation policy with an increasing emphasis
on result-oriented approaches and the contribution towards the implementation of the SDGs.
The main objectives of this evaluation are to provide the relevant services of the European Union and the
interested stakeholders with:
? an overall independent assessment of the past performance of the "Supporting civil society in
socio-economic development at local level", paying particular attention to its intermediate results
measured against its objectives;
? key lessons learned, conclusions and related recommendations in order to improve future
Interventions this in light also of the evolution of the political environment.
The main users of this evaluation will be the Government of Egypt, in particular the MoSS and the MoiC,
NGOs project partners, the European Union Delegation to Egypt, NEAR geo desk and units in charge of civil
society and relevant regional programmes.
2.2 Requested services
2.2.1 Scope of the evaluation
The analysis to be conducted by the evaluators will focus on:
• The relevance to the needs of national and local partners.
• The achievement of expected results and their facilitating and contrasting factors.
• The management of the programme and its capacity to adapt to changing conditions.
• The impact and sustainability of the intervention.
• The contribution to SDGs 16 and 8.
The evaluation will assess the Intervention using the six standard DAC evaluation criteria, namely:
relevance, coherence, effectiveness, efficiency, sustainability and impact. In addition, the evaluation will
assess one EU specific evaluation criterion, which is:
? the EU added value (the extent to which the Intervention brings additional benefits to what would
have resulted from Member States' interventions only);
The definition of the 6 DAC + 1 EU evaluation criteria is contained for reference in the Annex VII.
The evaluation team shall furthermore consider whether gender, environment and climate change were
mainstreamed; the relevant SDGs and their interlinkages were identified; the principle of Leave No-One
Behind and the rights-based approach methodology was followed in the identification/formulation
documents and the extent to which they have been reflected in the implementation of the Intervention,
its governance and monitoring.
