Mid-term evaluation of the RE-INTEG Programme
The purpose of this assignment was to evaluate the programme "RE-INTEG: Enhancing Somalia’s responsiveness to the management and reintegration of mixed migration flows", which was aimed at contributing to Somalia’s transition out of fragility by strengthening stability and security and by creating a favourable environment for the economic and social development that enhances the absorption capacities of areas of return of displaced population and improves livelihood conditions in areas of return as well as departure.
The mid-term evaluation provided the relevant services of the European Union, the interested stakeholders and the wider public with:
- An overall independent assessment of the past performance of the RE-INTEG Programme, paying particular attention to its intermediate results measured against its expected specific objective to "support a sustainable and durable reintegration of refugees, returnees from Yemen, Kenya, Europe and other areas of departure and IDPs in Somalia, and to anchor populations within Somalia" by applying a development-oriented approach to displacement; and the reasons underpinning such results.
- Key lessons learned, conclusions and related recommendations in order to improve current and future Actions.
- Orientations for future support to further operationalizing joint-up approaches of EU instruments towards forced displacement, and specifically, in the framework of the EU Trust Fund, and actions that can support achieving durable solutions to displacement in Somalia.
