Mid-term evaluation of the Programme ENPI 2016/382642, 'EU Anti-Corruption initiative in Ukraine'

The objective of this assignment was twofold:

- Carry out an overall independent assessment of the past performance of EUACI, affording particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results;
- Provide the EUD with key lessons learned, conclusions and related recommendations in order to improve the current action and, in particular, to contribute to preparing EUACI Phase II.

The evaluation’s main users were: the EU Delegation to Ukraine, the DG NEAR Support Group for Ukraine, the European External Action Service, the Danish Ministry of Foreign Affairs (DMFA), Ukrainian policymakers in the area of rule of law and anti-corruption agencies and local authorities (the main beneficiaries of the action).
