The overall objective of the Project is to contribute to the reform of public financial management in the process of accession to the European Union, through strengthening of the capacity of financial management and control in the public sector at all levels of government in BiH. The main Project counterparts are the Central Harmonization Units of the three ministries of finance, and the Project likewise supports the Finance Directorate of Brčko District of BiH (see Annex C for detailed Project background).

The Selected Bidder is expected to develop the Application which will enable registration and management of identified risks, monitoring and development of FMC systems and IA within each user institution (see section d. Users below for details).

The Application should likewise enable user institutions to digitalize the IA workflow and link its outputs to the identified risk therefore providing the feedback for corrective measures on the initially identified risks and total exposure. The Application should provide input and processing functionality for FMC and IA reporting and for preparing the periodic and annual consolidated FMC and IA reports.

It is foreseen that single Web application will be developed and installed in the four (4) IT centers, Ministry of Finance and Treasury of BiH, Ministry of Finance of Federation BiH, Ministry of Finance of Republika Srpska and Finance Directorate of Brčko District of BiH. The Application should be available in all three official languages (Bosnian, Croatian, Serbian) and two alphabets (Latin, Cyrillic) in BiH and the English language. Potential Bidders can expect that some adjustments (primary in visual identity) might be required for each of Installations. Each installation will have its own central Relational Database Management System (RDBMS). Clients will be modern web browser clients supporting HTML v5. The Application will be installed in the environment which will allow access to the Application to each potential user, either within a single closed network (where possible) or a publicly available network (the Internet) keeping in mind the security aspects of the access to the Application (secure SSL http access).
